what can be done to the ceiling that has been professionally cleaned and the water stain is still present?

I have used a mild chlorine/water solution, seems like around a 10% chlorine/90% water mix.

oxi clean dab it do not rub ,it may take a couple of tries but will get it

Insta Gone. It is a multi purpose stain remover and was what was used on my Winnebago. It was recommended by Winnebago.
