My mirrors are mounted above also. It keep me from bumping my head on the mirrors. I like it. As others have said, the convex part is manually adjustable. On a 1999 maybe they are "frozen" in place and the OP thinks they are not adjustable.

Velvac makes a mirror with three sections. Top is convex, wide angle; middle is standard down the side; and bottom is oriented on the respective front tire. The ones oriented on the front tires are very helpful when going through narrow construction zones and if you have to get close to either side of the road, that mirror shows exactly where you are. On my coach, they are mounted "inverted" meaning the arm is on top of the mirror with the mirror hanging under it:

It makes no sense at all to have the convex portion on top. I still think they are mounted upside down !

Wondering if anyone else has this set up..if we switched the mirrors side to side and mounted them at the bottom of window frame all would be hunky dorey...but that would be an ugly job...the seem to have always been in the position they are presently in..

After looking at your picture better you are missing the "Top Hat" mirror my 99 Dolphin has. Because the mirrors are mounted inverter the "Top Hat" is at the bottom. The Top Hat mirror in manually adjusted. With my three mirrors I can see anything along side of my MH. The picture is my 99 Dolphin the mirrors are inverted with the "Top Hat" on the bottom.

Having the convex on the top would sure make it easier backing in somewhere where you want to tip the mirrors to see closer to the side and bottom. Like curbs and other things.
Like said above try adjusting them you make like them.

I'm sitting next to a Dolphin with these mirrors.
He can adjust the fisheye by hand .
Sam mirrors on my 2015 Fleetwood Terra SE 33s but mine a re lower and right side up.
Dolphin mounts upside down

I've owned two coaches with top-mounted Velvac mirrors, one a double mirror and the other a triple. All panes are adjustable and you just need to make the adjustment for best coverage from the driver seat. The triple mirror gives an additional field of view, but no mirror is going to cover every possible angle on a big coach.
