2006 Itasca Navion question

Can anyone tell me what this is, what it does and if it should be hot and a bit noisy when starting up? Facing the engine it is located on the driver side right next to the radiator at the bottom. It is a 2006 Itasca Navion 23H on a Sprinter chassis.

You might want to edit the photo and put an arrow pointing what you think the problem area is. I can't identify a thing in the photo.

BTW, your RV is a Class C, not a B.
