Water tank filling when connected to "city fill" connection. Someone suggested problem with valve in Shurflow water pump. Any thoughts appreciated.

Most likely the check valve in the Shurflow water pump. However, open and close the city fill valve a few times as junk could have gotten stuck in it. If you don't want to replace or rebuild the pump, you can add a check valve between the pump intake and the water line from the tank.
