2012 Dutch Star, No start

No start on Hwy 395 south of Spokane. Towed in to Freightliner in Spokane.
They found multiple blown fuses including all 4 fuses powering ÉCU.
Their tech is blaming VGT Controller for turbo, which was just replaced a few days earlier in Sacramento Ca.
Anyone have this problem

I have no idea what systems are controlled by power from each of the fuses that supply battery power to the ECM ; but to blow all four fuses , I'd be inclined to thing any issue must have damaged the entire ECM.
