Sorry for the delay , I've been under the coach and need to make some corrections to my statements in previous posts.
FIRST and foremost , having fluid pressure for power steering IS NOT an indication of a properly functioning hydraulic pump .
The pump has three sections , the section closest to the air compressor is for the hydraulic fan , center section , is the fluid inlet from the reservoir , the small end is the power steering pump. Both the pressure feed and return from the P/S box run the passenger side frame rail .
There is a small hose from the top of the fan motor , ( hidden from view by the turbo inlet plumbing ) that runs as a return back to the reservoir . That I thought was the P/S return .
I confirmed that my rad fan will kick over while the engine is cranking , so I believe that testing of the hydraulic pump's fluid output , to the control solenoid is required . I'd say removing the pressure line at the distribution block and cranking the engine ( without starting ) with the line emptying into a clean bucket to check for flow .
