Dick,
Regretfully, you are not alone with this issue, as most of us have walked out to discover it - some more than others.
Is it a simple issue to solve - NO
Reality is it is a lot of work - Sanding - Priming - Sanding - more filler primers - then repainting - finally re-clear coating with a good two part clear coat - then applying a Second Coat - Compounding - polishing and there you go - I did the roof of my Coach on just the front - took all week for a 5x8 area. -

In my case I could not locate the exact matching paint color on line and ended up using a very close Rattle can from Rustolium - turned out pretty good for these old eyes.
Last minor note - all of this is done at a height that requires Scaffolding - PITA.
I'll include a few Pic's - which while the final result was far from Perfect it sure looked better than all the Pealing/Flaking Clear Coat
Note here that the 2K Clear Coat does not go as far as advertised and actually requires THREE (3) Coats for a good job - JMHO
