2013 Entegra Basement Thermostat operation

Winters coming and just got around to checking out the basement thermostat in our 2013 Anthem. We have the little square white one, with a tab on the top right that says off, but cant be moved. The control is just a simple slide control on the bottom. I was wondering what the tab is for on the top and where to start with the adjustment on the slide control for 40 degree or so basement heat. Also can this unit be replaced with an upscale digital themostat to make temp setting more precise. Thank you everyone.

What about the question of replacing with a digital controller? Any answers about that.

That tab (on/off switch) is hard to move, but does . Only moves a 1/8 inch..

The on/off switch on top is stupid hard to move for the first 100 or so times, then it improves to really hard. I'm going to replace the stat when I get around to it which will most likely be the next time I have to turn it on.
