Actually all that is is an adjustable voltage regulator. You can buy 2 for $8 on Amazon. The enclosure ($10) and cable/connector ($15) cost more than the circuit but you can build it for about $30 for sure. And this version of the board comes with an LED display that shows the output voltage so you can easily pre-set it before you hook it up to the ECM. Note that you will have to source and assemble the correct connector for your specific OEM wiring harness.
