Hub Cover - How Tight

I have a 13 Aspire and the Hub Covers on the back axels are loose enough to move and turn slightly by hand. Fronts are tight and do not move. I have the wrench provided in my document case to tighten and remove the hub covers. Should the hub covers be loose enough to move by hand, or snug enough to not move, or tight? I'm not sure if they have been making noise while driving.

Per Spartan manual:

Hub Covers
Removal of hub covers is necessary to verify wheel bearing oil levels in the front (steer) axle and tag axle. To remove the hub cover, remove the hub cover knob in the center of the hub cover by rotating it counter clockwise using the installation/removal tool (RW2GNT) Refer to FIG. 7-1 located with the owner’s manual. Once knob is removed slide cover off of mounting bracket.
To reinstall hub cover slip it over the mounting bracket making sure that tangs on the bracket engage holes in cover. Install hub cover knob stud through center hole in hub cover and rotate clockwise until first indent is felt. Using installation/removal tool, turn knob an additional 5-6 indents. Refer to FIG. 7- 1a.

Our 2013 Anthem had the tag axle seals which were weeping oil and causing little grease comets splaying out on the tag axle wheels. When it was at Spartan the last time the guys there noticed and performed the field service fix involving replacing the OEM 2013 oil seals which were weeping oil and installed the updated seals.

One downside to this is that the threads on the Spartan emblem which retains the axle cover must be shortened slightly so that they will not imping upon the redesigned oil seals when the tag axle cover retainers are tightened.

I heard that this was communicated to the field when the revised seals were released for service and retrofit but I am not sure how many owners learned the details directly. I just happened to be listening to the right guy at Spartan at the right moment to discover this. Something everyone should be aware of. When the covers are removed or tightened it might be a good idea to check that the screw is not too long and is impinging upon the oil seal. There should be some witness marks if the srew was not shortened when the tag axle seals were retrofitted.....and something to heck on any axle just as a precaution.
