Would normally suggest that your inner hub seals are leaking but if you had the ENTIRE hub assemblies replaced, the only suspect left is your axle stubs. Are they worn/damaged so that new seals are ineffective?

There is no way I would put 30 pounds of torque on those hubs. Make sure you aren't overfilling the hubs. They should be about 1/2 full not all the way to the top.

When I had my brakes recalled they replaced the discs. When they reassembled the hub they used the wrong seals and I had oil leaks right away. That was on a 2003 w22 workhorse.

Your oil seals are leaking. I had a similar problem and found that the mechanic who replaced my brake discs used the wrong oil seals. Also make sure not to overfill the hubs. They should only be half full.

I had a leak in the hubs that was finally attributed to a gouge in the wheel that didn't allow the gasket to properly seal. They finally found it when taking it all apart including wheel off axle.
Probably not your issue as it appears the wheel has been removed but thought I'd share for others possibly with a gremlin leak

Exactly why an oil proof sealant should be used. None of the wheel surfaces are machines to race car standards and paper gaskets just do not have the sealing ability and why so many leak.
I had to laugh at one of the seals I replaced after Spartan had just replace the seal. The tech watched to many Seabond denture cream commercials. He put a dab of sealant at 1, 5 and 10 O'clock thinking that was going to seal the hub. I guess wheel seals are not long taught in mechanics 101 anymore.
