Navigation display and display from cameras facing the rear are OK.
As I read the Virginia code, the fact that my vehicle is registered in Virginia makes it a violation, regardless of the laws for the jurisdiction in which I'm operating, to view moving video other than navigation and rear facing cameras. I'm pretty sure that's a very low threat of enforcement, but, it signals the intent to discourage watching videos while driving.
At least, that's how I read it.
My wife's car came with a camera system that allows a 360 degree view. You could user select to default to the 360 degree view whenever you selected REVERSE. Following a routine visit to the dealer for service which included a software update, I was disappointed to see that you could no longer select the 360 degree view as a default. The default was forced to only the rear facing camera. You could, each time you selected REVERSE, select the 360 degree view. The dealer told me that they couldn't allow the 360 degree view as a default because the 360 degree view included a forward facing camera.
