remove the steering wheel and look underneath. In the old days it was actually a piece of spring steel. These days it is a ribbon cable.

Thanks, that would be the smart wheel cable. Now it makes sense.

The clock spring is around the steering shaft below the steering wheel , and provides an electrical connection between the buttons on the wheel and the dash board when the wheel is turned .
It's so named because the internal wires , coil and uncoil like a wind up clock's main spring .
Removing the steering wheel required for replacement.

EDIT: NOTE TO SELF , read page 2 of posts before responding .

I see two connectors there. On my coach, the paddle buttons on the back of the wheel do nothing, while the ones on the front work. Could it be one of these is not connected?

If your question is about the picture I posted yesterday , that clock spring is NOT for a Spartan chassis.
The only vehicle I had with buttons on the underside of the steering wheel , were for radio control , volume on left , station select on right.
Do you have a manual to say what they should do??

Yes, the manual says what they should do. None of them do anything at all.
