Thought I would follow up.
Finally got a little time to examine the transfer switch cover problem that started this thread (me not realizing that there were two screws in the front cover along with about 4 rivets connected to some snap latches, and therefore pulling the cover off and pulling out the anchors for the two screws).
The screws go into two brass fittings that press onto the plastic tabs of the transfer switch box. Then I pulled the cover off, the brass fittings came right out with the screws. I thought that it might be possible to simply push the brass fittings into the plastic again, maybe with a little epoxy added to the outside, but I actually broke one of the plastic tabs that the brass fittings go into. So, alternately, I explored the possibility that I could simply use metal or wood type screws to screw into the plastic tabs that once held the brass fittings. It appears that #10 x 3/4 or 1" will do the trick without causing any shorting issues to the electrical connections in the transfer switch. Also, I have found that the 4 snaps are probably an adequate way to keep the transfer switch cover in place even without any screws. It is a bit awkward, but I found that I could snap it back into place by a couple of solid fist hits to the front cover, one over each of those snap fittings, and that re-snapped each of those 4 snaps. I am going to let the snaps hold, and then use the screws into the plastic tabs to ensure the front stays where it is supposed to be. All in all, a pretty easy fix.
