Gary, that pic is a photo taken from the side of the air chase. There is a removable aluminum plate on the side of the air chase which gives you access to the inside of the chase. I guess so that you can access the wires if you have to. Anyway, I posted the original concern on this with pics and after consulting with several at Entegra and then talking to Cummins and both agreeing that it needs to be removed, that's what I did. I took a small dremel tool and cut out the obstruction. After cutting away the plywood I removed the 2 duckbill drain caps at the bottom of the chase and vacuumed any shavings out then lightly washed the bottom of the compartment. Then reinstalled the drain plugs, put the new filter in place then covered the connection point at the air chase with 4 inch flex seal tape, which is similar to eternabond. When Entegra told me that they would pay for the work to be done for the removal, That's when I decided to take those steps myself. Here are a few more pics of before and after with the flex seal tape.

That last picture is upside down as you can see the duckbill drains on top. The pic should have been flipped to correctly show the position. Also, if you have never pulled these drain plugs, I found out that you should, there was about a pound of compacted dirt inside the bottom of my chase and the duckbills were plugged with this dirt preventing them from working as designed.

My flange did not have any rubber gasket like your picture depicts. I screwed the flange with screws and taped with Ethenabond and how it is secure and air tight. No reason for it to come out when I remove the air filter for service. As stated, poor design and definitely restricts air flow.
