Generally, you have a separate electrical sub panel feeding certain outlets and appliances from the inverter. So, shore power goes to one panel and the inverter powers a separate panel. When on shore power all circuits are energized- some directly and the others in the sub panel via A/C pass thru in the inverter. Then, when no shore power is available the inverter powers just the inverter sub panel.
So your Victron has pass through as well. If you wire it the same as OEM then only the inverter outlets will have power on inverter. If you want the inverter to feed all outlets you’ll have to power both the main panel and the sub panel from the main inverter outlet. It sounds like you’ve connected the in verter to the main panel but not the inverter sub panel.
