The fan selection on your thermostat relates to the roof units only.
Works the same with heat pumps as it does with air-conditioning.

If you're using aquahot for heat (heat = gas) you want the fan setting in the thermostat to be blank (off)
Any other selection will run the fans in the cieling units.
