Chassis Battery connect to Intellitec BCC

My 1999 Rexhall Rexair is on a Ford F53 chassis with a gasser V10. Today it has challenged me with a 12 VDC problem.
Chassis battery is charged (12.5V). Unplugged from shore tie. I measure 12.5 V at the battery.
At the V10 starter motor 12V terminal, I also see the same 12.6V.
But then, inside my Intellitec Battery Control Center I can only see 3.1V at the battery input terminal, which I believe should be the same as the positive terminal of the battery.
With the chassis battery disconnect engaged I have 3.1 volt on either side, with zero volts across. Disengaged, only 3.1V on the input side.
If I remove the negative cable from the chassis battery, the 3.1V reading drops to zero. I am puzzled.

Give Intellitec a call and ask for tech support. I had issues with mine not long ago and was surprised how good they were. If you get through right away have a multi meter and test light handy. They will get you to do a couple tests on the board and solenoids to diagnose.
This might help too if the link works or I can email it to you if you want just pm me your email. Its the trouble shooting for the BCC and wiring schematic which should be the same one you have.
