HWH Tank

My brother has owned a 99 Rexhall Aurbus no slideout for almost 4 years. About 10 months ago the HWH leveling jacks would go down, but wouldn't lift the MH, retracted the rams and checked the fluid level. It was low so he brought it up to the halfway mark on the dipstick every thing worked fine. Then a month ago with the MH beside the house jacks in the up position it puked fluid out the breather cap, he refilled it to the same level (halfway between the low and full marks) it puked again can't figure out why this is happening. Anyone experience this problem?

It is purging air IMO from the system(including room cylinders and hoses), that is the only method to do so, keep refilling the tank TO FULL MARK after every jack and room retraction until oil level does not drop.
