The EFF (Electronic Frontier Foundation) Privacy Badger is an add-on that blocks intrusive trackers, not a malware blocker. The EFF is a major force in protecting people's privacy, especially via legal means.
HERE Technologies is an EU company and they claim they apply their GDPR controls to all of their products worldwide, which is a good thing.
I did report the issue to the EFF via their add-on. Perhaps this is a change they recently made. I doubt I'll hear anything back.
I mainly put this post here in case someone else finds RVTW suddenly won't display maps.
