Canadians can get to MX but can't get back unless you fly.

You will most likely not be able to bring your tow vehicle into Mexico. GVWR cannot be more than 7716#.
When you say converted Semi as a tow rig, I assume you tow a 5th Wheel with it. Is it a single axel class 5 or 6 truck with a RV style 5th wheel plate on it?
Puerto Penasco is in the "Free" zone, meaning you do not have to get a TIP to bring a car, truck under 7716# or an RV in.
I winter in Mazatlan, and we do need TIPs there. We have had several pickups with dual's turned back due to the sticker inside the door has a above the GVWR on it. Even had a one ton single axel that nearly did not get through. Even though the GVWR sticker was 6800#, they argued it was more with the 43' 5th wheel. They were adding the 2 numbers, truck and trailer. After several hours, and I assume a Propina, they got through.
Anything at the border above 7716# (the mexican standard is 3.5 ton) is considered a commercial vehicle. Motorhomes are exempt.
The argument has been used that the truck and trailer is an RV, therefore exempt. Sometimes it works, sometime buying new shoes for the kids of the agent at the border works.
Quick Edit: If you do go, buy your insurance online not at the border. You will pay twice what the online price is. I use Mexadventure.com.

Northern Sonora is also in the free zone. Penasco is included. He won't have to worry about permits.

Lots going on South of the boarder. Prescription drugs can be bought over the counter at a fraction of US prices. RV detailing, excellent body work and painting that won't break the bank. Many gringos without good insurance come for dental work. There is a cancer center doing treatments that has not been approved in the US. The tacos taste better and in these times a guy could probably pick up a Haitian girl friend.

I'm very familiar with prescription drugs when visiting other border towns - Algondonas, Nogales, Progresso...... but Tijuana? My uncle did the unapproved cancer treatment and died.

We have traveled from Tucson to Rocky Point several times. We love it there! Great food, great people. Nice beach side RV resort.
You now need a passport to reenter the US. Your vehicle will need Mexican insurance. We buy it on line before the trip. If you take a dirt bikes or 4-wheelers make sure you have the registrations. You also need a vaccination certificate for your dog.
We cross the border at Lukeville AZ just south of Organ Pipe Nat monument. Then take Route 8 all the way to Rocky Point. Route 8 was built by the US Army Corp of Engineers, so its a good road.
The only time we had an issue was coming back into the US after a 3 day weekend the line was long. This was caused by the US, not Mexico.

For me it is many friends that I have made over the last 16 years traveling there. Food is great. I also do work with a couple of orphanages and building homes for the poor.

After hearing the news today that the borders will be reopened in November for land travel I am confused. I have made at least a dozen trips between RP and Tijuana in the last year and and a half. I wonder what will change? [Mod Edit]

We are American citizens.
The truck has been singled, has a hauler bed, and is registered as a motorhome. Wonder if that will cut it on the weight standard?
I'd gladly buy somebody some shoes, pants, shirt, etc to not have a big hassle and have to try to cross a bunch of times.
At this point, I'll probably give it a try to two, but beyond that, I'm not gonna push it. Too much stress.
