We made it all the way through to NH.
We spent one night at a Walmart parking lot in Winchester VA. We just called ahead to ask if it was OK, they said it was, and we parked over by the loading dock. There were a few other RVs there toward the fuel pumps, but we came in the "wrong" entrance so it would've been tough to get there. The loading dock was fine, just sometimes some loud trucks.
Next stop was at a CG in PA near the NY state border called Clayton Park Recreational Area. Normally I think they are closed for the season at this time, but they've opened up to accommodate people who are stuck. Really wonderful people run the CG. We hope to come back some time in-season and when things aren't so crazy. There was one other overnighter there along with us. The CG is designated essential in PA so they should be able to stay open no matter what. They are being very careful; they have strict social distancing policies that they make you agree to, for example.
On our trip, all the toll rest areas on I-87 in NY and I-90 in NY and MA were open. Unmanned rest areas (e.g. "text stops" in NY and truck parking) were also open. However, rest areas that were combined with weigh stations were closed. They were pretty full but there was always at least one space for us.
Nobody stopped or questioned us, but our CG host in PA warned us that it had happened to some of her guests. I suspect we avoided it because we took the "trucker route" and the authorities are trying not to impede truckers.

Sorry for the late update, but per the Natural Bridge VA KOA that cancelled on us, it's all of them.
