Both sides of the border have stated....
Border crossings closed except for essential travel. You’re going to have to convince both American and Canadian border officials you qualify.
Enforce it? Not sure, but going from Washington state to Alaska, better not be sooner than 14 days.

No one will ask you to quarantine in Canada unless that's your final destination. Once crossing into Alaska you will be asked to quarantine for 14 days as well as a form filled out and submitted to the state. I have no doubt snowbirds returning to Alaska will be allowed at both crossings. Our concern was leaving Alaska in the fall. Wintering in the lower 48 may not be considered essential travel. We have opted to shelter in place.

It does no good to have 1/2 the states require a 14 day quarantine ans the other 1/2 not. All or nothing. If there really is a 2nd wave we better get ready for it so we can survive the 3rd and 4th wave.

IMO there will be continued infections until we achieve herd immunity (if we get antibodies) or they develop a vaccine or cure. All they are trying to do is limit the rate so the health system can cope with serious cases. Unfortunately it is backing up elective surgeries and some are perishing because they are fearful to go to medical aid.

When we crossed the border the young fellow cautioned us to not stop at food stores. He read a prepared statement from a card that warned us we could face up to a million dollar fine if we did not self isolate for the required time. I told him unless he made us come in to pay for a small amount of duty owed on goods over the limit we would not be getting out of the coach until we got home. He wished us a safe trip and away we went. We did not get any calls to confirm we were staying at home.

After these past several days of unrest, basically rioting, with no social distancing in major cities of the US, I can only see your Covid cases spiking.

Can't see us opening the Canadian border beyond essential, anytime in the near future!

We crossed the border at Osoyoos going north to Alaska, May 16th.
We are Alaska residents, own a house there and our truck has Alaska plates.
We drove a pickup, no trailer, camper, etc.
They asked our travel plan, we told them take turns driving and if we
get too sleepy take a nap at a rest stop.
They let us through.
They did not tell us we could not stay at motels.
Local talk says Canadian motels were glad to have American guests and Canadian law enforcement was not checking .

My life fits right into the Covid laws. I don't fly on planes, never been to Canada and no plans to ever go to Mexico again. I don't gamble so Vegas and casinos are no loss to me. Haven't been to a theme park in 20 years. I seldom go out to restaurants or bars. So, just close it all and leave it closed. I love how all the stores are so clean and there was no traffic. As many are here, I am on a fixed retirement income. I am not going to worry about getting quarantined at a border.

Ya see, I really have no life but I do realize that many people still do stuff, and I could be doing them also. Sucks knowing that so many can't do what they want when they want. I am getting everything cleaned and ready for when this thing is over I can hit my new bucket list that has all the things I don't do on it. Cross come borders.

This is the big problem with domestic travel right now. Ya never know when the rules will change and you'll be stuck in a 14 day quarantine! Sad times....
