What determines which vaccine is given to the general public?

Transporting and storing the various vaccines will be a factor. There are already shortages of dry ice and medical grade freezers.
Pfizer’s vaccine is fragile, requiring very cold storage temperatures (-94°F), or it will break down quickly. Pfizer has developed its own storage packet which requires dry ice. I question as to whether pharmacies would want to use this. Hospitals definitely could.

Moderna’s vaccine is stable at 36-46°F for 30 days, or for 6 months at -4°F, so it is much easier to store.

The Oxford vaccine (UK) needs to be stored at 17°-28°F, so that looks to be promising for areas of the world that don’t have the specialized equipment to keep it cool.

Assuming they’re approved, all the above require 2 doses, so availability will definitely be a factor. Johnson & Johnson is working on a vaccine that requires 1 dose.

Besides availability, How effective they will be with the elderly?; Are they equally effective for all age ranges?; are all factors which the medical people will take into account when deciding which vaccine to acquire. How safe they are long-term is a big unknown.

What has worked for the Mrs and I so far, has been increased vitamins and minerals consumption. Especially vit D3, Zinc, vit K2. Reports are these help tremendously in fighting off the Wuhan Virus, and if by chance you do contract the crud, the severity is lessened, and the longevity of the illness is drastically shortened.

I don't think I will.

Getting ready to send a group to the theater and they will be getting the vaccine before they go. They will get one shot and 28 days later get another. Some are nervous, as I would be this early in the process.

Is this part of a trial, or is a vaccine available to the public now?

I'll get it for sure. Either one will do. My preference would be the Moderna vaccine in case the Pfizer vaccine accidentally gets too warm in transit. It's my understanding their using special ultra cold transport vehicles for the Pfizer vaccine. Both vaccines require a booster is my understanding, and it will take quite a while to give the whole population two shots. Maybe by the end of summer this thing will let up I hope.

If there is some question as to safety and long term effects, give it to all the politicians first. We really need to keep them safe,,,,,,

It's supposed to be the "approved" version given to the military. They're saying they will give them 1st shot in late December.

Easy. They are probably anti-vaxers anyways. People that don't take it serious aren't going to think you need to take a vaccine.
