Torque with movement is power, movement is rpm. Torque X RPM = power.
The feet in the torque unit pound-feet is the distance from the axis of rotation the pounds are applied on a lever not the distance its moves which would be foot-pounds which is a unit of energy as in muzzle energy of a bullet.
An electric motor can put out torque at 0 rpm, all electrical power is being dissipated as heat, as it starts to spin then more of electrical power is converted to mechanical power instead, we call this horsepower around here most everyone else like to use watts for electrical, heat and mechanical power.
