The list is almost endless. The west side of the US has lots of areas to ride and many states are very UTV friendly, especially if you street license them.
You may want to narrow your area, or specify what kind of area/riding you want to do,

Colorado, Wyoming, Utah, Oklahoma, South Dakota, Idaho and others. I have ridden many of them. Simply google "places to ride a UTV or SxS in (the state)" you desire. Maps are available for Federal Lands from the US Forest Service and BLM. Also local and state tourism information centers are very helpful, simply contact them and ask about trails for UTVs and SxS (side by sides). Also there are places that rent UTVs where you can bring your own along and tag along on a guided 'tour' for a nominal fee for a four to five hour tour, or you can rent one of theirs. I just visited Moab Utah and loved the area and really enjoyed the help from the local tour companies there such as Moab Tour Company and Ultimate UTV Tour Company. There are many others in Moab. All of these states will require an out of state permit for your machine and the rules ans safety requirements are a little different among each state and some localities. There are some unfriendly states to visit for off roading with ATVs and UTVs on public lands such as Nebraska and Kansas but both states have federal lands you can ride.

On road or off?
We boondock on the beach on Padre Island TX and use our Polaris RZR to get around on the beach and in town. Not all towns in TX are UTV friendly though.
Missouri is UTV friendly on the street.
