I'm not too sure there is any such thing as moderate prices anymore. Moderate facilities at more than moderate prices seems to be the case too often.
Anyhow.... In Page there are really only 2 campgrounds. Wahweap, which is in a National Park area on Lake Mead; or Page Lake Campground. Wahweap is really nice, we've stayed there and liked it a lot; Page Lake looked OK when we went by there.

We stayed at Wahweap when in page in October, it is a nice fairly modern rv campground in the national recreation area, though is about 1 mile from the edge of the water. It has an ok camp store, and fair to good laundry room, if that matters to you, it is also about 5-7 miles from town. We were in the full hookup section, back in paved site (I think concrete sites if I recall correctly), overall spacing was a little tighter than most public campgrounds we have used, though spacious by private campground standards. A few small trees, and other landscaping, but no real shade. Our site had a dripping water post, which had been dripping long enough to rust and stain the pavement.
For Flagstaff we spent a night at Black Barts RV campground, and ate dinner in their steakhouse. It was ok, lots of long term residents in worn travel trailers, which makes me wonder why they have a 20 year or newer rule. The singing waiters (broadway and disney show tunes), and show at the restaurant was fun, though it was apparent the staff was hired on their singing abilities, not their waiting, cooking, etc. Far from a professional production, and more like you might picture a scene from a 1950's -1960's family resort with the staff signing at dinner. The staff appeared to be all students from the local university, overall ok, just wish it had been about half the price. We had a semi-level gravel pull through site, which I would rate as fair.

In Flag there is a KOA that looks nice. I have never driven in to see for sure, let alone stayed there.

We've used the two KOA's in Williams. The one closest to I40 is larger and geared for the family looking to get away from LA or Phoenix. It has freeway noise and the occasional train across the valley There is another campground on the road to the Grand Canyon park, a few miles out of town, which is quieter and not too expensive. We've found it to be enjoyable but it might be hotter in the summer since there are no shade trees.
