Deposits and cancellation fees and policies that are nearly punitive are the only answer. Paying for the entire stay at time of reservation, having a cancellation fee of 50% of deposit if cancelled 30 or more days prior to arrival, no refunds for cancellations less than 30 days and automatic cancellation of entire reservation should the guest not arrive on first scheduled date. Have three no shows without cancelling during any 12 month period and the renter will be locked out of the system for a 12 month period. This will be encouragement to cancel even when no refund is due.
The only exception would be allowing a guest who is running behind schedule to update their reservation moving the arrival date back, forfeiting the site rental for the cancelled dates but allowing the remaining dates to continue to be reserved. The site would then be available for the cancelled dates. This will separate the wheat from the chaff.
