While not in West Virginia, Natural Bridge VA this is not all that far. We found the attraction to be very interesting. There is KOA just down the road that was reasonable.

Check out Pipestem State Park while you are down by the New River Gorge area. They have two resorts, one on top and another far down below in the gorge connected by an aerial tram! Great food at both resort places. Pipestem also has a zipline that I was told was the best in the nation. We were there when they were building it and it was spanning several deep gorges.

You mentioned Elkins and Blackwater Falls. Every year we travel from Kentucky, going up I-79, 33 & 32 to Canaan Valley State Resort Park and camp in their campground and go snow skiing and snow hiking! As it has been mentioned, the roads are steep around 8% in places, and curvy but we do it in a 35 foot motorhome towing a car in the snow! I believe they keep the skiing chairlifts open all summer for rides.
