We were at Ocean Waves last fall for a couple of weeks. Really liked it there. There is nothing there but the RV park and the beach, so mostly adults. Its just down from Camp Hatteras and KOA. Its a relatively small place so it does book up early.
Several years ago we stayed at Camp Hatteras. Rather expensive but we stayed on the sound side with a sound front site and found it much quieter there since most of the families were on the beach side of the road. Awesome sound views and great sunsets and its not that far from the beach.
The federal campgrounds in the national seashore have all dry camping. We've never stayed at them but they are on the beach side of the road.
