We stayed here last April and it was great. Will definitely stay there again when we are back in the area.

We stayed in the “Resort” section. Very nice, wide, Long concrete sites. We were right next to the pool and would request a site a few spaces away next time. A little too much action at the pool for us.
Enjoy Moab, TONS to see and do.

The only RV park with direct access is Archview, I believe.... but don't hold me to it. The lands around Moab are highly regulated as to where you can ride.

I don't believe Portal has ATV trail access. That's what the OP is asking for.

We like Portal. They have campground side, and for more money the resort side.

There is not a RV park that I can think of that has good ATV access. Sand Flats CG an option, though there is no hook ups at this CG. They do have great ATV access right from your site.
The real solution is to get a permit for your ATV then you can ride it from your campground right to the trails. In Moab you will see a lot of ATV's driving right downtown. It is legal if you get the right paper work and have the proper safety equipment. Be sure to check some of the RV parks fore they have the 10 year rule in effect. I have stayed in the Slick Rock camp ground, it is a little on the old side, but has nice shade trees in the park. I have stayed in the Arch View it is nice, no pool, friendly people that run it. Like I said, you can drive the ATV"s anywhere in town so getting to the trail heads is not a problem.

Have stayed at Spanish Trails, south of town.
Were able to ride UTV's out of campsite.
Local laws regarding street legality, seem to be at each officers discretion.

I believe the Kane RV sites is at the trailhead for ORV/ATV access.

I remember reading in the reviews that you have to be into ATV riding or you won’t like the area because that’s all people do day and night.
