I don't see anything out of the ordinary for a RV park. They are commonsense rules.
When we volunteered at a national park and checked in campers we had to read the rules to each party. We found that just giving out a sheet of paper got quickly tossed and people then stated when called out "I didn't know that"..... Also, the list kept getting longer because of stupid things people tried to do. If we didn't spell out everything and read it to the whole party - kids included, a majority of campers didn't use common sense.
We were there nine seasons with many locals and return customers using the park. Over time we could see that the word was out and people really took care and pride in the beautiful park. It was an awesome well-kept park with terrific campers. So if you ever plan to visit Sleeping Bear Dunes Nat'l Lakeshore in Michigan - expect rules and they will be enforced for everyone's benefit.
