It's been a while now, but my recollection is that it was originally an old Boy Scout camp. The inner loop that we stayed on was around the "parade" ground and level with good spacing. It's a reasonable driving distance to Niagara Falls, and also very close to Fort Niagara State Park which was a great place to visit and explore. I'd give it a close look.

Stayed at four mile creek in 2018. Sites were good. Nice park. At that time the park gave you a free public parking pass near the falls. We went to the fall s three times without paying for parking.
I didn’t know that when booking the site but it was a added treat

Here's an in-depth review of the park, including campsites. This was done with someone with a 40' motorhome.
