We are planning a trip to Big Bend and were thinking about the end of October / first of November. Then I see that the big Chili Cookoff is in the area the first Saturday of November. Here's the question: does that event fill up the campgrounds before and after the event? Or do the people leave when it's over?
I'm just trying to figure out if I need to postpone to avoid the crowds or not.

You should definitely avoid that date if you want a quiet time.
The park is beautiful but the facilities are very limited and at that meeting must be difficult to travel on the few routes available.
I spent two fantastic weeks touring the area last year in October.
Lots to see and beautiful walking trails.

I was last year from October 16-31, and was really a ghost town, there were very few people in the area.
I have no experience of what happens in the days after the event.
