Sure you can drive the highway in your car. You would not be able to leave the dog in the car when taking the tram. First, it's probably not allowed and secondly, it too long and gets too hot.
Most things to easily see is by taking the tram through the canyon to the end. There are hiking trails along the way and you can get on and off the tram... catching the next one coming by. You can drive into Zion and head over to Springdale way then do a return trip to Hwy 89. There is plenty of beauty to see along the drive and pull-offs to take pics.
Definitely don't pass it up even if you don't do the tram.
