The problem I see is that I-40 goes through Flagstaff, not Phoenix on the western end and ends in Wilmington, NC on the eastern end and doesn't go anywhere near PA. You can take I-17 from Phoenix to Falgstaff and you will need to head north from I-40 around Memphis, Nashville, or Knoxville - depending where you are going in PA.
The good news is I-40 has plenty of Flying J's along the entire length. Check their web site for exact locations and phone numbers. Most Flying J's allow overnight stops.

There is a toll road through Oklahoma City.. You can go around but at the price of gas it may end up cheaper to use it.

I don't remember I-40 through OKC having any tolls.

No tolls on I-40.
I-40 to just east of Knoxville, Tennessee. Pick up I-81 north into PA. Go wherever you're going in PA.
Lots of Walmarts and truckstops along the way.

Guess I should have also said go north out of Phoenix up to Flagstaff and head off on I-40 eastbound to just past Knoxville, Tennessee. Pick up I-81 north into Virginia and then into PA. Go wherever you need to from there.
Safe travels

I just came back to TN from New England via I-84, I-80 and then I-40 and as info. diesel was the lowest in VA and then TN. PA and north is ridiculous, like 40 cents over VA and WV and MD will win no prizes. For anyone travelling I-84 through PA and NY, there is a great fuel stop at NY exit 1 where for the moment you are actually in NJ; thus, the fuel is 30-40 cents lower than PA or NY.
If you go onto the Flying J website you can see the price at each of their facilities as of 6 A.M. the day you are looking, Ken, '04 DSDP....

Try using freetrip.com, modifying it as you desire. You may break it into miles per day to better locate free overnight parking that you find on freecampgrounds.com
