US 730 is my summer base and the Las Vegas my winter base. You can not avoid mountains but you can avoid places where you can get trapped for weeks.
My advice is to stay inland because it is semi-arid. The devil you know kind of thing. If you made it Pasco you are prepared for cold weather.
From US 730 to 37 to Pendleton OR (fill up here). This the short I take or you can go to Hermiston and pick up the interstate.
Take US 395 to Burns (fill up). This will take you through the Blue Mountains so do it during the day when no snow is predicted. Wildhorse Casino has a campground if you need to layover and be entertained.
Take 78 to US-95 to Winnemucca (fill up). I continue south on 95. You may want to cut over on US-6 to US 395. I have done that route going north to see death valley but I do not know about winter.
I have done I-5. Too much traffic.
