We have been considering going through Vermont and heading over toward lake George area as we have never been to upstate New York. A lot might depend on your vehicle and the time you have. Consider taking 302 through the White Mountains. We have crossed into NY via the Champlain Bridge and stayed at the Crown Point campground on the NY side.
After Albany route 20 will take you across the north end of the finger lakes. Any of the NY state parks are very good. Its a bit out of the way, but Sampson State Park on Sennica Lake is really nice.
Once you get to Niagara Falls, stay at 4-mile creek state park which is right on Lake Ontario. If you are staying at any State Park, entry to any other state park is free. So drive to Niagara State Park to see the falls and park in lot 3 at no charge. You should also go to Fort Niagara and the Niagara Power Project.
If you decide to go to the Canadian side, stay at the KOA on Lundy's lane. The bus stops right in front of the KOA and you can buy a 24 hour bus pass and ride anywhere you want to go. I suggest the Botanical Gardens and of course Queen Victoria Park and the falls themselves. Go to the falls in the evening and see the light show at Horseshoe falls and the fireworks at 10pm.
