No, but it could have a leak, and is low on refrigerant.

How old is it? Mine is a 1994 unit. Finally got low on freon and would freeze up. Had a guy charge it up and works great. It may have never been charged in 21 years

A compressor cycles, it doesn't always run. Maybe the thermostat is telling it to?
Without a LOT more info, no one will have you an educated answer.

I just went through this with my 2008 big country. Replaced the capacitor and circuit board and the compressor still would cycle with the fan off. A master RV tech told me to put a new thermostat in so I replaced it and that fixed the problem. Works great!

Is it a CCC t-stat of a single zone t-stat? Dometic ( here or here) and Bryant RV have good service manuals which will help you pinpoint the issues, but you'll need to know some more about your unit. The model may be able to be found if you remove the filter, otherwise you'll have to remove the top cover on the roof.

06 what? Dometic, Coleman? Which Tstat?
So the AC unit is OFF and it's still coming on, compressor only?

Take the thermostat off the wall and disconnect the wire going to the cooling terminal. If compressor stays off your thermostat is the culprit.
