This can happen if an external shower is used, then the water is shut-off with the wand head - not with the faucet valves.
Cold water backfeeds the hot side through the open faucet valves.

Best luck

What is the year make and model of your RV.

If you have a valve system that can isolate each of the individual hot and cold lines to each faucet it may be possible that the hot water valve is not turned on all the way.

Possibly your shower head control is leaking cold water across to the hot side...is the cold water only on the shower warmer than other cold outlets?
