I am not sure the actual sizes but I know Arctic Fox and Outdoors RV have a few short 5vers. Both, very good quality.

Is there a reason you want less than 25'? You could go with Grand Design, which is ALWAYS a good bet.

Artic Fox makes a well made smaller 5er that's called the Fox Mountain 27.5 ft.. It's a nice unit and has a real nice floorplan. The best part is it's hitch weight is around 1500lbs and you can pull it with a 3/4 ton or a 1/2 ton if set up right. It weighs around 7400 Ibs and is an aluminum welded frame unit that's a four season model. It's on Northwoods Rv Mfg website. You can't buy a new one for that but there are used ones around that can be bought for less than 30 grand.
Grand design also makes a shorter unit that's well made but it's at a higher price point (more slides).

I'm assuming you aren't planning on fulltiming in this trailer. If you are then neither of those brands would be on my list of favorites.
Montana is a pretty good brand, but I wouldn't put it in the class of an Artic Fox which was suggested above. For the Cougar, generally a trailer with the word "lite" in the name is lower in weight and carrying capacity and is designed for towing with a smaller vehicle. The reduction in weight will mean that there are things that have to be left out in the design to get the weight down, including things I consider importance in the infrastructure. Compare the frame and insulation for good simple ways to see the difference in quality. Either of these brands will be fine for vacations over a number of years, but the Cougar is likely to be less durable over time.
