Lightbulb 2014 Ram 1500 brake control issues or ?

2014 with factory brake control with strange issue. My daughter has a horse trailer that when towing as the electric brakes start working the trailer will start surging or jerking as it seems the brakes are pulsating. This only occurs when a horse or two are in the trailer. When empty I can go along and stop normally or panic stop and the brakes work fine. I mocked this up with 1 ton of wood pellets. 1 ton lined up in the trailer in a fashion to replicate a horse. No issue, worked fine normally and as in a panic situation. I have taken the drums off inspected everything and it all looked normal. I have checked the connections, grounds, etc. No grease on the magnets or brake linings. We continued to have the issues when towing a horse. This causes much anxiety not only for the driver but to the horse and the last ride he injured himself. I have taken the trailer to a repair facility and had them pack the wheel bearings and again check the magnets, wiring, etc. No issues found. I am considering it must be something with the truck, I thought maybe it was because of the soft coil rear suspension so I added air bags, no change.
Any thoughts on a solution? How do I test the truck for correct action of the braking output of the controller? We have exhausted what we can think of to try to rectify this. Next option is to try a different truck to isolate the problem maybe that way. Thoughts?

Welcome to iRV2.

Did the shop that packed the bearings, check for brake drum run out ?
I haven't has to use the Dodge factory TBC , does it have a manual application feature?
If so ( manual application ) if you try to stop the truck and trailer with manual trailer brake application only ; do you get the pulsation ?

I'd agree that trying behind a different truck is in order.
