I think your best bet is to get rid of the tool boxes. Raising everything will raise the COG for the trailer, increase the aero drag of the trailer, make it harder to get up into the trailer, etc. Even if you can keep ti below 13' 6".
im beginning to see, by unanimous opinion, the boxes may be in the way...

as for legal height, 13'6" is the legal height in the eastern half of the US, but 14' high is legal in the western half... :-)
