TT rocking in crosswinds at highway speed - Newbie

Hello, I've owned a class C for 25 years, sold it and bought a new Forest River Wolf Pup 16 BHS TT (3300 LBS wet, 350 LBS tongue wet. Towing with a 2017 Jeep Grand Cherokee with 6100 LB tow capacity, self leveling rear air suspension. Using a Fastway E2 weight dist. anti sway hitch. Recently had TT leaf springs replaced on warranty (they were flattened out causing abnormal tire wear). Also replaced Chinese tires with stiffer side wall Goodyear Endurance ST tires. New 2,000/spring = 4,000 LBS total springs don't flatten out but are more "bouncy". Now TT rocks (from side to side, not sway) in cross winds. Any thoughts on how to reduce rocking?

Is it loaded more heavily on one side than the other? Don't guess, use a vehicle scale...

Also a newbie - E2 adjustment

I had to make corrections to my E2 due to the dealer installing it incorrectly. The L brackets were mounted to the trailer frame too far forward, therefore the trunnion bars weren't in contact with the L brackets at the friction point. I'm glad I caught this and was able to correct it before our 1st trip. The friction point on the bars is only about the last 5 inches or so of the bar. The L brackets need to be installed, ideally, 30 inches back from the center of the coupler and and no closer than 27 inches.
