Take it to a big rig trailer repair shop. They can bend the axle into proper specs and replace worn bushings and suspension parts.
One of my GN flatbed trailers since new has 5/8" bigger gap between the tires on one side than the other. I get 35k-45k miles on a set of tires and no odd wear patterns. I bought the trailer new so I guess the mfg brought it in specs before before selling.

That's what I did, they had to bend the axle, then replaced all bushings with wet bolts
