I would not purchase any used trailer without verifying that everything worked, down to every electrical outlet. Being new to the game, it would be very beneficial for you to observe the testing of each device. If the dealer isn't willing to spend an hour or two and $10 of antifreeze to make the sale, I'd walk away. Murphy's law says anything not tested will go wrong on your dime. Many RV problems start at the roof, have him show you that inspection first.

OP,
One thing that often gets overlooked are the tires (wear pattern and age), plus the brakes and wheel bearings.
If the unit is mounted on springs, you may want to look into greaseable shackle bolts.
I added them to my 24' car hauler and it gave me an opportunity to align the two axles with a long straight edge. No more tire scrubbing.

tell the dealership to pull it into a heated bay, get it up to temp so you can test/inspect all the systems. tell them your a buyer if it all checks out and if it all checks out and you still don't buy it then tell them you'll pay to winterize it. if they say no to that, then they are hiding something and you need to walk away.
