Why does the Coachmen Catalina MKS 231 have several different names (Summit Series 8, Legacy, SBX)? The MSRP is 29k-ish, and i've seen it on sales for as little as 17.9, should I be suspect? (Too good to be true?) Another Q. How much might it cost to have a ladder attached to this model?

If they don't come with a ladder, it may not be possible, meaning there may not be blocking/ support, to attach it to.

Marketing departments do anything including lie to sell TT's. There may be cosmetic differences in the models. There may be functional differences. Be suspicious and observe the details carefully.
Actual selling prices vary a great deal. Bargaining on the higher priced units can probably result in lower prices. Especially with low end trailers, deep discounts are possible. However, different or missing components from axles to microwaves can make a difference.
