Typically, there is a check valve, or one-way valve at the water heater outlet port. That allows hot water to exit the heater, but no water can enter the heater from that same port. If that valve sticks, it restricts the water flow out of the heater, resulting in what is happening to you. Low water flow from all hot water faucets. Some RVs have two manual valves to by-pass the water heater for winterizing. A check valve eliminates the need for a second manual valve to isolate the water heater.
Repair is easy. Either remove the valve and forget about it, or replace it with a new valve, preferably brass. If you winterize, you will need the check valve, however, to prevent filling the heater tank with antifreeze.
