Norcold 6162 refrigerator. No power.

1993 Kit Companion. I have a Norcold 6162 fridge. I had a power surge go through my 12v system at some point (according to an $80 an hour service tech). He told me that I had to replace the lower control board. $115 plus another $80 service call. He told me that he wouldn't be able to tell if the upper board was bad until the bottom board was replaced, and if they didn't fix it, I would still be on the hook for the lower board, and I would have to replace the upper board. I decided to find the lower board myself and install it. Got the board 2 days later, installed it, and still now power to the upper board. Ordered the upper board, and still now power. I have 12v power to the lower board, I have checked all the fuses. What am I missing? Any help would be appreciated. I have no problem paying a tech to diagnose and fix a problem. But I wont pay for parts I don't need.

First....check DC Polarity isn't reversed

On lower board DC terminals:
12V DC POS connects to J4
12V DC NEG connects to J3

Second ....
IS the Humidity/Storage Switch in 'Normal' or 'High Humidity' position (NOT in OFF)?
In OFF all DC is shut off for controls

Interior light plug on left wall....do you have the light kit?
Does the light turn on?
No light kit.....do you have DC at plug?

3A fuse on lower board....
Did you TEST it (not just look)?
Do you have 12V DC on both sides of fuse?

Other then those......
Unplug low to upper harness at both boards......clean up pins/connectors
Plug into lower board (J15) and check for DC on connector for upper board (J16)

If real handy with a voltmeter you can check individual DC circuits .......starting on pg. 14

Update on the issue. Turns out the converter was hooked up backwards. I must have done that when I purchased the new converter last summer. The converter then charged the battery backwards, which wouldn't allow any of the 12v items in the trailer (that depend on correct polarity) to work. New battery, and wired the converter correctly, and everything works perfectly.
