I believe California is still considered part of the U.S. I have filled propane tanks at numerous locations throughout the state. No scale is used. The tank is filled until the safety valve in the tank stops the flow and you pay by the gallon. Older tanks without the safety valve can not be legally filled.

I have had 20# tanks filled at propane sellers in many different states...(but never in the land of fruit and nuts).

Nearly all LP fill stations charge by the gallon.
However some fill until the safety valve in the tank stops the flow....some put the tank on a scale and fill by weight... some simply open the overflow port, (aka: spit/80% valve), on the fill valve with a screwdriver and fill until liquid spits out.
